This particular
road is public access going to a string of river front parks. It's pretty quiet most times of the year. It's also a popular place to take pictures, as I saw a couple other people with their gear in the area. You can get to within 50ft. of the actual bridge from a service road running parallel to the one these shots were taken from. There's a public boat launch there and a security booth. I didn't even realize there was a security booth with someone in it until the person I was with noticed it. It was pretty covert, actually, and the person working in it just waved and kept an eye on me.
