Yeah, it's 1 inch tubular webbing/tape, and I don't know why they use that rather than rope. It's weird to me... I always assume that when they developed the program, they said, "Ok, go get 200 ft. of rope.", and the store was out of rope, but had webbing in stock so they gave that a try, and when it worked, they just wrote up the description of what they did and it was adopted as the national standard
... The webbing runs through a
"rescue 8" style belay device anchored to the floor (in the case of the AS 350). It's pretty straight forward.
