Help needed

So I was in a place called Kenmare yesterday. This is a small town near / on the atlantic coast in South West Ireland. Its early evening and the sun is creating lovely streams of light over the bay... I had a K24 mounted so perfectly wide enough for the vista I had before me but....

How do you expose correctly for something like this?

On one hand I am reasonably happy with the results, I caught the streams of light, and picked up some pretty good cloud detail but on the other the foreground is lost and I know basically that these are technically mundane shots. So how do I improve these? Is this where I have to take maybe 3 or 5 shots in succession and combine?

As an example of lighting at that time:

Indeed what Taff said - you could expose for the foreground then recompose. You can try and add a little fill light see if that lightens up the shots. Nicely done.
