Nah, it's not odd at all... He was referring to the use of fire in the forest to prevent the heavy loading of fuels which leads to catastrophic wildfires, it's called prescribed fire, or managed fire, or controlled burns (though they're getting away from that last term as when they get out of control, it's embarassing
). Fire is a good and natural part of the ecosystem - very unlike war in this respect.
However, he did have a double meaning - we all understood him to mean that getting to do our jobs is good (hazard pay - and something to do rather than paint another building this afternoon) and getting to do our jobs more is better (overtime) - this feeling is shared by most (all?) US wildland firefighters. We're there to fight fire - fire's good!
