Machinery Neon plane....and a question!

This plane was coming in for a landing about 4pm this afternoon in good sunlight. I hit the image with the "edge glow" effect in Paint Shop Pro 11, and all of these little stars popped up in the background. Dust on my lens maybe?? I looked at it and it's as clear as a bell! Thoughts?

Nice effect. I like how it turned out.

What ISO was the shot taken at? Maybe the star effect is image noise.
