I like the photo - but there seems to be a little too much sky for my taste. I just rolled the picture up in my browser until I lost about half the sky or so (roughly putting the breakwater at about the top 1/3rd line in the photo - rule of thirds!) and it appears to put the emphasis more on the breakwater.

Outside of that, I do like the "storm is coming" look of the shot.

I think you're right. I didn't want to shoot too low otherwise the rocks would have taken away from the breakwater and lighthouse.

Whilst it's no doubt a pleasant scene, there is little grabbing the attention of the viewer in this image. No clear subject matter and as a result, lacking interest.
The dull lighting also dampens the impact of the image.

While I like the feeling of the photo, it does feel as something is missing. Perhaps a interesting foreground or a dramatic sky, either way I still like the image and you captured the wind well.
