The greenery in the bright background is what keeps drawing the eye's attention. The seats look somber enough but seem generic.
The bouquets are the only element that give a sense of what this place is. Now that is not a bad approach... I like photographs that are not so obvious. However, in this case they are in dull light and are poorly defined.
You're probably right on all counts. This was taken during my lunch break the light was fantastic yesterday. I think I need a bit wider shot I had the camera setup about 3 feet from the wall.

I wanted to show the life outdoors versus the enclosed space of stale emptiness.
I definitely stopped down way too much. I'll need to look through my shots again. I liked the lines that are in this one but I think you're both right.
