I find that setting the flash 1 1/2 stops below ambient light gives a decent fill ratio - without the flash becoming too obvious. However the addition of a polariser would have helped that image - because it would have allowed the flash to overpower the ambient light and create a stronger image - not to mention increase the saturation of the sky and remove or enhance specular reflections from the tulip.
Flash Photography is difficult - not everyone has the eye for how to use lighting effectively, but the only way to become good at it really is to practice and observe the work of others - and try to guess how they lit the subject.
It should be easy to guess how I lit this image, I used one flash and one reflector.
