I don't want to be critical, but the pipe with the hair drier warming it, is a drain pipe, not a water supply line. That it has a trap in it, the downward loopy section, is a dead giveaway. While it wouldn't be a good idea to have one's drain pipes to freeze, when most people recoil in fear at the thought of frozen pipes, they are afraid of water supply lines freezing and cracking, which causes them to spew out pressurized water until the water to the house is turned off. Feet of water can flood the lowest levels of a building, or cascade down from an upper floor, if the pipe froze up there.
