It probably wasn't cold enough for them to want to get in. The owners of the monkey park have taken to scattering rice for the monkeys to eat to that they are guaranteed to be there for the tourists.
The second time I went there it was snowing, and more monkeys got into the onsen pool.
You're right, there probably is a ranking amongst the monkeys for who gets the most time in the water. I observed one older female who stayed in for a long time and none of the others went near her. Others were happy to eat the rice scattered on the snow without getting in the water.
