It is probably a preset lens. The ring you are turning is the aperture ring. Turn it to open the aperture. It should turn smooth without clicks.
Now, in front of that ring there is another ring. Turn that one in the same direction. It should turn with clicks. The numbers on that ring click in place corresponding to a mark. This is the preset ring. All it does is It blocking the other ring preventing the aperture to close at some point.
Now, with the first ring that you already found, you can quickly change from wide open to closed to the preset value, without taking your eye from the viewfinder.
The way to use it:
1 Set Aperture priority mode
2 Choose your aperture with the front ring.
3 Open the aperture.
4 Make composition and focus.
5 Close aperture with second ring, quickly without looking.
6 Let the Av mode select the speed
7 Shoot
