There's been few names for it over the years. First skimbat, then kitewing and lately after the invention of airtube body construction it has been called simply wing. For a long time these were only used for winter surfing with skis, skates or snowboards, but lately with the rise of foils and new airtube construction they found use for it in water as well. Last few years wingfoiling has been heavily marketed in surfing scene and nowadays almost every manufacturer sell their own version of the wing.
Yes people do jump with these. Not quite as spectacular jumps as with kite, but I know that with older metal tube body construction wing they have jumped over 500m. Practically flying down the hill side like hang-gliders. I don't know if these airtube versions are stable enough for that, but you can get easily into air with them as well.
