This has been going on for a number of years - I don't know the history but it must have made sense to someone at the time. A bit like the Algonquin Park being open to logging. Meanwhile you still have to pay the full rate to get into the park, even when you can't get access to the prime spots. Otherwise it's one of our favourite destinations - lots of different habitats in a small area, good trails, good birding, not too far from the City.
