How much magnification are you looking for? The longer the focal length of the base lens, the greater the magnification when you add a diopter. To get 1:1 magnification with the Raynox 250, you want to get close to 100mm focal length. Lens speed doesn't matter but you want minimal aberrations because a diopter will magnify them. Cheapest primes are the standard 28-50-135mm focal lengths that everyone had in their kit in the old days. I would choose a lens with A contacts. Manual exposure slows you down, not ideal for insects. My favourite combo for a light but powerful kit is an A 135mm lens with Raynox 150. The DCR 250 has more powerful magnification but is more difficult to handle and much tighter subject distances.

There are a few reasons to prefer a Raynox over extension tubes:
1. Auto exposure with A lenses. Tubes with auto exposure contacts are uncommon and can be pricey
2. Diopter mounts without removing the lens
3. No light loss
You can see some IQ deterioration with a Raynox if you study the photo at 100% crop, but otherwise it looks no different than the lens on its own. I have a D FA 100mm macro, TC, extension tube and various rings to reverse mount a single lens or stack two lenses. My first choice is easily the dedicated macro lens, but second choice is a Raynox diopter for its good IQ. flexibility, small size and ease of use.
