Good grief and you live in NYC... probably one of the most interesting cities in the world for "street" photography, more colourful characters per square inch than anywhere else.
My technique is simple, just be bold and take the image, smile at the folk after you've got 'em if they make eye contact, don't be furtive or sulk in the shadows, it comes across as underhand or you've something to hide. I've even seen me wear on occasion a "high vis" waistcoat, so that it looks like I'm supposed to be there, doing what I'm doing.
You could always ask permission or strike up a conversation first before taking the image, but this can lead to more false facial expressions and of course the odd knock back too.
I normally use my "Street Lady" (Pentax-A 28mm F2.8) prefocused at about ten feet @F8.0.
