AF540 in 'Slave 2' mode not syncing

Does anyone know why the AF540 won't sync above 1/8 power when you use it as a optical slave (slave 2) in manual mode?

I had a play with it off camera today and was trying to use full power, with my on board as trigger. If the flash is set on manual and in mode 1 the flash will sync all the way to 1/1, but in slave 2 it will only go up to 1/8, anything above that the camera doesn't capture the flash.

Because in "slave 2," the 540 is just a dumb optical slave. It is triggered by the pre-flash strobe of the on-board flash.

At power setting more than 1/8, it does not recycle fast enough for the pre-flash strobe and for the main strobe.

Try this: with the 540 in "slave 2" mode, set the camera to 2 second timer. The pre-flash strobe will happen 2 seconds before the main strobe. You'll see the 540 being triggered by the pre-flash strobe and by the main strobe of the on-board flash.
