I'm not familiar with that particular brand, or what it's guide number is, but a couple of thoughts.
TTL flashes in general tend to want to use as much available light as possible, and just fill in with the flash. If you go beyond the distance parameters of the flash, my guess is it is trying to get more light to the sensor by lowering the shutter speed. This is especially possible with the kit lens at 55mm. It is only a f5.6 lens at 55mm, so the camera has no choice but to choose a slower shutter speed to compensate.
Try it with the camera in Tv mode, and set the shutter speed, to what you want, and reduce the distance to your subject. Wait for the f stop indicator to stop flashing and you know you are in range. Get a little closer to have the camera stop down a bit, as the kit is not the sharpest knife in the drawer wide open. You can also increase your ISO setting to compensate.
