Thank you all very much for your suggestions
as for clarification we don't want rain in the photo or clouds for that matter so we need to photoshop away all that and the model needs to be dry...

The suggestion to use a polarization is indeed a very good one, didn't thought about that one!

Maybe not quite what you are looking for but we shot a clothing product day that wanted a wet effect so we hired a small pop up gazebo the type you see at garden parties, weddings and so on, that kept the kit and models dry but allowed us to shoot at the edge of the gazebo to get the wet effect on the ground and the rain in the background. Since the gazebo was white there was no weird colour cast.
I can't post any examples as I was assistant then and have no access to that studios work.
