I have to say that I'm skeptical, but I don't really know.

I'd go with a known brand like Kaavie...

For portraiture, you'd have to get really, really close to make these a ring light source. With normal distances, the catch lights won't look circular and the look you'll get is pretty much of a relatively small light source. Very limited use, I'd say.

For macro photographer, this should give you very even illumination but that's also a downside. Many macro photographers prefer directional light more from above or from above and the side.

I guess the best use for it would be for forensic or documentary photography where you work close up but are not interested in a good look but even illumination.

I should add that @Class A has hit the nail on the head...
A very important side-effect of the ring flash (apart from the kind of illumination it imparts on the subject), and a tell-tale sign is catchlight shapes...
I've used a DIY cardboard-and-foil adapter for the pop-up flash, and the shape of the catchlights was weirdy and drop-like... this one even has a gap at the top...
