I believe the test button always emits a full power burst regardless of any setting ....?

Ok, thanks, then if we're sure that the testing has been correctly made and that the flash is not cutting it's output when dialed down, then its faulty. ... But are we absolutely sure?

FWIW, when my YN-560 IV arrived from Adorama, I went through this same process, and eventually figured out that it was in fact faulty.

This was what eventually confirmed it for me. With my YN-560 III, I could set it to 1/64, and it would recycle so fast that I couldn't even tell that it had recycled! However, the IV had the same long (4-5 sec) recycle time regardless of the flash power setting. I returned it, and had to pay more to get it replace with a new one. (I bought it used originally)

Returned to the store already. They will try to fix it first. I only showed them the manual testing off camera. They took it back no problem. Thanks everyone.
