I have a Pentax VS20 camera that is set for 16M in the camera settings. Yet it is not taking 16MP size
images. When I look at the image size it is 3MB where a 16MP camera shud be sized at 6MB images.

The file size depends on what you're shooting and the image quality you choose (fine, normal, or basic, aka ***, **, or *). 3mb sounds about right for a typical normal-quality image from a point and shoot.

A 16 megapixel file could be as small as a few kilobytes if every pixel is the same color

What are the pixel dimensions of the images it's taking? As mentioned, 3 MB isn't out of line for a 16 megapixel jpeg depending on quality settings and the subject.
