That's is patently not true at base ISO. I challenge you to take a shot outside in good, even light, at base ISO, with the following settings: NR low, fine sharpness +1, shadow and highlight compensation OFF, reversal film setting. Process the RAW as you wish.
Now print both: at what print size do you note a difference? Come back and report results. Try adding a WG2 in the mix, if you have one, to test your theory.
