I returned a Sigma 120-400 that turned every image taken at a distance into an image like that. They all looked like they'd been run through the Photoshop watercolour filter.
It was before noon and I was shooting west so no back lighting and I do not remember any cropping at all. I can check that later if need be. It was I’m sure soft focus on my part as the Tamron adaptall 400mm f4 can be very sharp. Having said this soft focus, wide open and up close may have play a role in the image.
