What is it about Quebec that residents of that province cannot enter the comp?

They did it to themselves. Provincial rules make hosting a contest in Quebec a pain in the rear, so many competitions just exclude them because it's easier than complying with their regulations. That's the usual reason anyway. I notice Iran and North Korea residents cannot enter it either, but Iraq isn't specifically prohibited. Maybe Quebec has replaced Iraq in the Axis of Evil

Oddly enough, I thought the same!
