You'd have to ask Ricoh why. No-one here will know, we can only offer opinions.
I think it's pretty obvious that Ricoh doesn't want to give up its users in Europe, so I take your question as rhetorical (if somewhat provocative)...
If I were to speculate, I'd say that Ricoh's service facilities in European countries aren't geared up for the necessary work, or perhaps the volume of it.
Frankly, when you can part-exchange a used K-1 in excellent condition and pay £699 to get a brand new K-1II, does it really matter? I'd suggest not
