Yes, this is a known weakness. One thing you can do is Exposure bracketing in TAv, and you get something similar to EV, but not really. Its a good workaround, but it takes three photos, so you end up with many exposures. Selecting +/- 2/3 can be great for some types of photography, but is kind of annoying and wasteful with other types.
Many of us would have liked TAv on the mode dial (and are hoping for an improved K-02), but honestly, I got used to just switching between Tv and Av, depending on what I need. Av is good enough for pretty much all of my use. I choose the ISO that I want beforehand, depending on the light conditions (or an ISO range, if the conditions are changing). I only keep an eye on shutter speed if it is too low or too high. If this happens, I either adjust the aperture, or ISO. In low light, you can use Tv mode, where you just adjust the shutter speed to the minimal you can still get away with, then choose the highest ISO you find acceptable, and let the camera choose the aperture.
Sure, TAv is great, but look at it as a learning experience. Often we think we need more control over things than we actually do.
Now you know how Canikon users feel like. with no TAv
Edit: The other odd firmware limitation on the K-01 is burst mode. When shooting raw, the burst hi is still pretty slow. But if you use bracketing, it goes faster... So you can bracket with 1/3 to get those sequences. If you shoot raw, that 1/3 can be easily adjusted in PP, in most cases
