Hayward is typical of the modern, manage-by-wire executive, more interested in the lifestyle his job brings than in doing the right thing, long term. It appears he was an active agent in the relaxation and omission of safety procedures in the interest of production and profit margin. His quality of life is an earned entitlement, the lives of his workers are different.

And his reward for the inevitable failure (see any number of corporate scandals due to finessing safety or compliance) is also typically modern.

I figured he would not be particularly concerned about the extension of UC benefits.

As CEO, Hayward was far removed from day to day operations. When problems arise, it was his job to be the public voice of the company and show some level of competance. He failed miserably. His attitude came across as "I hired people to take care of this mess, talk to them". His incompetance has ruined his future job prospects in the business world. He will probably have to go into politics.
