The bill's title is the Commercial Advertisement Loudness Mitigation Act, or CALM.
Perhaps once the ringing in their ears has subsided, Senate can move on to resolving those pesky immigration issues.

...on a more positive note, they did manage to pass the 9/11 first responders medical funding act, despite threats of filibuster...

Apart from the hyperbole of saying this is the #1 priority of NASA, what is wrong with using our technology to be inclusive - and inspirational - to other societies? In whatever minor way, creating good will towards the USA is not a bad thing, regardless of religious orientation.

I don't think there is anything a non-Muslim nation can do that will change viewpoint, desires, or intentions of a Muslim nation toward it.

Let's see however: was there anything a Communist nation could do to change the viewpoint, desires or intentions of an anti-Communist nation (i.e. the USA)? Is there a difference between a stance of first-strike nuclear confrontation vs. detente?

The way the USA behaves internationally, and in relation to moderate Muslim nations, does make a difference. I don't believe it is in our best interest to make all Muslims on earth angry jihadists against us. Note: I'm not saying that allowing an Iranian onto a space shot is either good policy or something that will change Iran's stance towards the USA. Clearly there are countries that are enemies. But that doesn't make all countries our enemies.
