Should students who try hard still be failed?

Replying before reading any other replies. This short old guy with big hairy ears I know of said it best. "Do or do not, there is no try."

Yeah, 'trying' doesn't produce full potential, but I think we're talking about students who actually do give it all they've got and simply fall short of the minimum set standard for passing an assessment. It's easy to tell the difference from a teacher's/tutor's point of view.
