The truth of that statement depends on how and what is reported and counted.

It is very difficult, for a number of reasons, to find the truth.

Most lawmen in cities like this are against the immigration crackdown citing loss of informants and community support.. sad when the "soldiers" are ignored for political reasons

I am not trying to discount the good people and law enforcement professionals of El Paso, but remember that the cartels have a vested interest in keeping El Paso quite.
