Have you tried to file a claim with the USPS?

FWIW, only the sender of the package can file a claim, not the recipient.

edit: I've only had to file a claim once, and about a week into the process of filing the claim (which was 4-5 weeks after I actually sent the package) it just miraculously showed up again in the system (and then a full week later was finally delivered).

Well, I contacted Canada Post and provided them the tracking number from USPS. They advised me that the packaging arrived at Canada Post on July 12th without any contents.

So ...
