Absent some special statute which might apply to the secret service, whether forgery is a felony or misdemeanor generally depends upon the value of what is obtained by the forgery. I am continually surprised by how casually law enforcement treats forgery, perjury and other "smaller" white collar crimes.
Again, if the SS can't catch a forgery, how do we expect poll workers, employers, etc., etc. to catch it?
