That's because the Market Driven Republican Plan aka Romneycare is now Obamacare.

One of the ideas implemented is 'try a bunch of things, then measure, and do more of the things that actually work' approach to cutting the cost of healthcare.

He's writing at a high level. He is talking about goals for his party, not specific actions.
