No Federal Income tax whatsoever.
Instead use some sort of consumption tax. You don't buy anything you pay no tax. You buy a new airplane you pay a ton.
everyone pays something anytime they buy something. To handle the "poor" we have a means tested exemption or refund if you make under a certain amount.
Talk about favoring the rich.
That is completely regressive. The lower the income, the higher percentage of the income that needs to be spent. Everybody has to buy food, clothes, housing, utilities, etc. Someone who is low income, and has little money for anything else would be paying a far greater percentage of income in taxes than someone in a higher income bracket.
A person who makes 30,000 per year may very well spend all of it.
A person who earns 300,000 likely will be able to put a sizable chunk in savings. 1/3 of it certainly wouldn't be unexpected.
Now let's assume a 15% tax on everything spent. Person #1 has spent 15% of his income in taxes, as the entire amount was spent.
Person # 2 was only taxed 15% of 2/3 of his income, meaning what he paid in taxes was only 10% of his income.
Since sales tax, vehicle registration/taxes, property taxes, etc already work this way, a consumption tax instead of an income tax would to an even greater extent than now put the tax burden on the people who can least afford it.
