how about an ejaculation tax as well for minors.
I didn't mention because there is currently no form of male birth control other than condoms (which could of course be provided for free as part of this program as they are already provided for free in many high schools and other sources) or vasectomies. Something is needed that provides continuous idiot proof protection for these teenagers and can be discontinued easily. Condoms and regular BC pills don't meet the idiot proof requirement and vasectomies don't meet the ease of discontinuation requirement. I didn't use any gender specific language in regards to the child license, so a single father could pony up the the cash to raise a child he was responsible for creating. We need regulations to fix this invisible hand problem.

Short of an authoritarian dystopia there is no way to "idiot proof" the world..........

If you start to believe what the fed can and can't do w/ it's money (after all children are "consumers" too) you may realize this is a (and only a) "moral" issue....
Coupled w/ the fact that the "invisible hand" never turns a consumer (or potential slave laborer) away (regardless of where the cash came from) you may also realize why the "situation" is only "lightly" addressed...........

In "my world" this is how it is.... Change societies "moral image" and parents attitudes and you will fix it. No amount of cash (or lack of) is a good long term inhibitor of this issue...
Which is why we no longer have debtors prisons.. we have evolved a teeny bit.............

My freshman year in college, I lived in a dorm that was basically one long hall. The first portion of the hall was all guys, the middle portion was co-ed, and the final portion was all girls. The guys portion of the hall always smelled terrible, the middle portion smelled normal, and the girls portion was always thick with the smell of perfume and other fruity smelling stuff (enough to make you cough as you walked through). If the entire United States was structured this way, I fear for our noses.
