Marvelous "compartmentalization" there mikemike..............
Navigable waterways, such as the Mississippi river, are under the domain of the federal government, they are responsible for how they are used, dredging, who gets to draw water, etc. The Army Corps of Engineers is the responsible party for building the sill to protect water supplies from saltwater due to low river flow.

Get the "invisible hand" to buy the dirt and influence, fill it in and build condos.... simple.

Then again they couldn't use "OPM"
