We've trained a generation of drivers to believe that you are driving safely if you are under the speed limit. I remember signs saying "If you're under 100, you're OK" or something very like it. This was in winter on a highway that is known for black ice. So people drive at the limit no matter what the conditions are - fog, heavy rain, ice, snow, kangaroo time, ... It's illegal to drive safely. You are required to drive legally.
