That's because of how good ideas in Washington work these days. The Republican Study Committee wrote a concise article outlining the problems with copyright law and suggesting some commonsense solutions to those problems.

Then the lobbyists started calling.

A copyright is good for the life of the author plus 70 years, or 120 years for a corporation. It was a maximum of 28 years at the time of the founding fathers, with a 14 year initial term, like a patent, today. This creates an interesting paradox today, in that a computer's hardware is protected by the IP monopoly for 14 years, but the software is protected for more than a century.

If 14 years inspires innovation in hardware, why is a century or so needed for other creations?

I think that the 46 year with sliding fee proposal is more than adequate and in keeping with the intentions of the founders.
