I've always been bothered by that.
Maybe the guy was clever enough to minimize his punishment should he be caught (and he really wanted a lollipop, damnit!). For $3.20 worth of "goods" I imagine they'll go easy on him...

Fortunately less than half of all people eligible to vote actually exercise that privilege. And people like this dope generally tend to not vote, or participate in the legislative process in any capacity.

Heh. There's an awful lot of random behavior out there. If it weren't for the broken window I'd suggest he was just bored. When I was a kid we did a lot of random stuff that wasn't about depriving people of anything. (We'd kinda, well, defeat security systems and *leave* people things.
