Randy, this is not answering your query - but have you thought of simply using one of the many free / cheap smartphone GPS apps?

Yes I thought of that.. it would be the data that would kill me.
I wonder if most rentals have built in GPS?

On my phone, (Windows) the Here Drive+ app maps can be downloaded onto the phone (where you have free wifi) therefore not using any data when navigating. On most phones (when going overseas or otherwise) you can change the settings to ensure no data is used, unless you have free wifi.

I don't know about Europe, but here most rental have GPS supplied.

I don't know weather it can help you but there is an interesting project offering free open-street maps.

Maps With Me has downloadable maps that reside on yor phone or tablet.
Download the maps ahead of time over a wifi connection and you'll have no data charges at all.
I've used the app for am few years now with no issues.

I use Here Drive here in Portugal, if for no other reason than the fact that you can use offline maps at any time, without any charges. Software and maps are all free.

When we went to the UK a couple of years ago, the rental company wanted a 17 pounds per DAY for a hire GPS. We went down the road to Halfords (auto parts store) and bought a Garmin with UK and European maps for half the price of the hire fee. (I did have to change the settings to metric even thought the UK uses miles because I'm so used to using km.)

When we got back to Australia, I bought the Australian/New Zealand maps for $20 off eBay. The GPS works fine here and also did in New Zealand on our last holiday to the South Island.
