In that case, it's incompetence. They should have known and come better prepared. Or, the could have used the better roofing wrap which would not have ripped. Or, the could have used a tarp or two Or, they could have used some ply and tie-downs. Or better yet, could have looked at the weather forecast and delayed leaving it all exposed.
I deal with this sort of stuff quite often in my line of work.
