If you post an item as "buy it now", you can change the price (and many other details) anytime you like until someone buys it. I do it all the time.

No. The for sale items on eBay fall into two large groups. Bid items and buy it now fixed price items. These can overlap but let's pretend they don't. Buy it now items can be setup to get offers also. These if accepted by the seller are like but it now in that no one else can bid and the sale is concluded as if a fixed price sale had occured.

The "Make an offer" option is pretty much the seller saying "I'm selling this at XYZ price, but I'm willing take less money on it to sell it".

A bid is "techically" an offer but you're pretty much in a free-for-all going up against everybody else's wallet who wants said specific thing, and only if you win it is it an offer (very confusing, I know.)
