Yep, having been kitted out like that (for haz-mat rather than bio-haz work), I remember taking quite a few steps like that. Visibility can suck, and wearing two layers of shoes doesn't help. Sometimes you're not quite sure exactly where your feet are, or at least the edges of the boots, and you don't want to snag them on anything.
