Personnally I like SmugMug, but it also is not free. Flickr Pro is not free, AFAIK.

I use midphase hosting. Great service and reliability. 250 gig space, 3 TB transfer, $8 or so a month.

Think the best (sometimes not possible) is to have their own photo site and only pay the server.
This way can move from one server to another when needed due to better conditions etc.

Dan and the others have made GREAT suggestions.
Also, there is Picassa and although I use it, I am NOT particularly fond of it.

I use it and I find it useful for integration with Dezinerfolio's dfGallery 1.0
Great for a cheap (free!) startup gallery.

Just add pictures to your picasa web album and they are automatically added to your gallery.
