That .JPG certainly looks official, but how do we know it's authentic?
I'd like to see a link to the actual memo, a press release or other official document as published on the NYC.gov or NYPD website.

Not sure if that's what you want.
I googled 'operations order 14' and found that reference.
I checked with the NYPD site but didn't see anything directly. However, I don't know how often they update the site for internal memos such as this.

We weren't meant to see that memo, so you can't really ask them if it's authentic.

Of course you can ask them. They might tell you they aren't going to tell you anything, but you can ask them... Hell, they might even have a city equivalent of the federal Freedom of Information Act, which would force them to answer. One way for you to find out.

Never had a problem in NYC, actually my brother is an NYPD transit officer, I suspect if I did have a problem I would just start blurting his name, showing his academy grad photo, and the mini shield he gave us all. In the city they usually also seem to like current PBA cards, just ask my Dad who was pulled over and then made fun of because my brother gave his last card to some chick at a bar, and not my Dad! They didn't give him a ticket though after they had a laugh at his expense.

As far as the memo, I'll ask him if he received one, but the ACLU was in the process of suing the NYPD and MTA to retrain their personel in the proper regulations.

Interestingly though, while having never been harrassed in NYC, and keeping in mind that while others have, there are almost 40,000 NYPD officers, as well as MTA cops, PAPD, Amtrak, etc and the chance of hitting a few idiots on probably 50,000 is pretty likely. I was harrassed for taking photos in the Pittsburgh T which was hilarious.
