The Staffy was known in Victorian England as a "nanny's dog" because they could be safely left with children while the nanny had tea with the mistress of the house.
Any Staffy that showed any sort of people aggression was put down so as to not pass on that genetic malformity.
of course what the dogs did after dark was something else and they can be very dog aggressive, but their basic nature is not towards people aggression.

I think what Weatfield is saying, if a dog such as a pit bull terrier is not trained to be aggressive, it will not normally attack humans. I have heard of this also and many years ago there was a reality news show that featured a woman and her pit bull. She had the dog dressed up with a hat, scarf and sun shades. She also said the breed is not normally aggressive to humans.
