Almost, but not quite accurate. The engine for Flickr was for an mmorpg, but that doesn't make it a game. Just like the Unreal engine can be used for 3D VR's w/o being a game.

No, it was a game. It was called GAME Neverending. Pretty sure it was intended to be a game.

Flickr was created from the code yes but for the first year Flickr was around, Flickr Live (Game Neverending's code transformed into this in 2003ish) was a part of the website. It was intended to be an extension of the game but they decided to take that path instead.
