A lot does get moved over-the-road when it doesn't have to, though. And we're really under-utilizing rail and public transport, too: it seems about every town used to have trolleys, and they'd be a very good solution to problems related to sprawl and parking and traffic from people having to use personal vehicles for everything.
A lot of these towns were essentially built around them in the first place. And having good public transit in place makes longer-distance passenger trains and such a lot more useful.
A lot of the problem is the 'low-class' stigma we've built up over here about trains and buses and the like.
