I see what you're saying and I half agree. The meaning can be lost or misunderstood by the person giving the gesture or it could be done with a different intent. However, these kinds of gestures are purely external and for show. The meaning of an outward expression cannot be misconstrued because in a given culture, its meaning is well known.
This is why you're questioning the bowing. In North American culture, bowing is a sign of submission or of surrender. In Asian culture it's not. To us, the POTUS bowing to another leader is cause for a bit of anxiety, but to Asian people it's a friendly sign of respect.
In my opinion any gesture made toward another culture should be interpreted within that culture. If an Asian leader were to flip Obama off, that would be unbearably offensive to North Americans but Asians would think it benign and would not understand the visceral meaning behind that gesture (although I think anyone around the world would know that gesture by now). In this example, the meaning of a gesture is much more important to the recipient than to the one giving it.
