I going to through my two cents in because, well, I have nothing better to do.

The explination I'm going with is that the shot was taken on a very bright day with a tripod. During the set up of the shot, the CMOS sensor was exposed to the line on the ground, but not the two guys. Then when the exposure happened, the sensor was not able to clear the charge from the line, due to a very high shutter speed, and the result was a double image. I think this is a similar effect to the Canon 7D ghosting problem when it was first released.
